STATEMENT OF THE CHAIR OF CARE AND INDEPENDENCE OVERVIEW & SCRUTINY COMMITTEE

 

 

The Care and Independence Overview & Scrutiny Committee scrutinises the needs of vulnerable adults, older people and people whose independence needs to be supported by intervention from the public or voluntary sector and housing.

 

Since the Chairman’s last statement to Council in May 2024, the Committee has met once on 19 June 2024, when the Committee considered the following items of business:

·         Health & Adult Social Care Performance Update

·         Presentation on Adult Social Care Market - Service Development & Transformation Plan

  

The committee received a state of nation presentation from the Corporate Director for Health and Adult Services on performance across the health and adult social care directorate.  This highlighted a number of areas of challenge which the committee were keen to explore further and agreed to add the following to the committee’s work programme:

·         Hospital Discharges

·         Substance Abuse

·         Short Term Placements

·         Living Well Review

 

The Committee also requested an overview of the findings of a recent peer challenge looking at ASC Assurance which had recently been undertaken ahead of an expected CQC inspection.

 

In regard to the presentation on the ASC service development and transformation plan, the Committee were pleased to note the market position statement was being updated and would be published in 6-8 weeks., and the ongoing pilot in the Nidderdale Trust area to improve home care as they recognised this had been a longstanding area of challenge.

 

The Committee queried the cause of the increase in early onset dementia, and noted there was no evidence of a clinical reason for the increase nationally.  They agreed it was important to understand the reasons in order to manage any longer term trend. 

 

Finally, the Committee agreed to undertake a deeper dive in to direct payments for Young People’s Care and requested an update for their next meeting.

 

The next meeting of the committee will be at 10am on 26 September 2024.
